I just did a bit of research about ghouls for a story. Ghouls are supposed to be totally black eyed as well, i.e. the sclera of their eyes is black. Maybe these black-eyed kids are ghoul children looking for their parents.
That makes total sense.
I want to explore the black eyed children more. Creepy as hell.
